In the U.S. market in 1995, propeller tuning was a "black art". You simply took your propellers to a conventional repair shop and when you got them back, no one could tell you what was done or what was wrong. You accepted them as they were because that was the norm. In fact, most new propellers met only the lower ISO specifications (see below,) if any at all.
